INSPECTOR

 

On the 17th of June, 2011 the Government approved the Project to modify the Law that governs Employment and Social Security Inspections.

 

 

 

 

 

With this modification the government intends to reinforce the performance of the employment Inspections in order for these to be more specialized and with higher capacity to fight fraud and to endow them with improved technological measures and more specialized employees in regard to security and health matters. There are also plans to create more adequate organizational procedures, which will allow for better cooperation between the General and Regional Administrations.

 

With this reform, the Inspection Method is to be reinforced, increasing the personnel’s capacity to achieve better results fighting fraud, especially in regards to the taking on and contracting of under aged employees.

 

A new level of Sub-inspectors is also to be created, who are to be specialized in security and health issues and who will allow for an increase in the vigilance of the fulfillment of the regulations regarding the prevention of working liabilities.

 

The use of New Technologies and information systems is also to be implemented, and these will be put at the service of the inspection activities to achieve better results.

 

The Project for the Law establishes a legal framework to preserve the unity of the institution and to make it compatible with the work carried out by the inspectors of the General State Administration and the Autonomous Communities. A new institutional pillar is created based on:

 

  • The reinforcement of multilateral cooperation methods through a Sectorial Conference regarding Work Inspections and Social Security including bilateral cooperation between the General State Administration and the Regional Administration in each different territory. 

 

  • The creation of a specific department for the participation of the Autonomic Communities within the system itself, denominated General Authority, which will allow the Regional Communities to become integrated in the process in regard to decisions that will affect essential parts of the whole system. 

 

  • An increase in the participation of business organizations and unions in the Inspection System.
