The Spanish government, following EU directives, has recently approved new regulations which requires all home owners to obtain a certificate of compliance with energy usage for homes were the property is either being rented or about to be sold.
The law comes into force on the 1 June 2013. This certificate must indicate the level of consumption. Fines of up to 6,000 Euros could be levied if the property owner does not possess this official approval. This certificate must be made available and included in the rental or sale agreement, and shown in all the publicity related thereto.
It is valid for 10 years.
The parameters that will be measured are:
- Energy saving.
- Type of energy used.
- Heat retention.
When properties are sold a copy of the above certificate must be incorporated in the deed of sale.
